This publication is dedicated to memory of those who made the supreme sacrifice on September 11, 2001, and to the brave men and women (brothers, sisters, fathers, mothers, uncles, aunts, cousins, etc., i.e. our family) who secure and defend the freedom of the United States of America by serving in the nation’s Armed Forces and Intelligence Community.

Given the benefit of hindsight they were all, at the very least, inept and, at most, not so learned. Over a span of two hundred thirty-five years different leaders and decision-makers beginning with the British, then continuing with the Mexicans, Confederates, Spanish, Japanese, Germans, Italians, North Koreans, Vietnamese, Soviets, Cubans, Libyans, Al Qaedans, and now with the run-of-the-mill, foreign or home-grown terrorists languishing in a maximum security prison somewhere in the Midwest or a military facility in the Caribbean, all have one thing in common; they failed to defeat the United States of America. Learning from some of the earlier experiences and lessons of history, one would think that the nineteen terrorists who perpetrated the attacks of September 11, 2001 could have accomplished more in terms of bringing the nation down to its knees.

Unfortunately for them, and fortunately for America, they were also unsuccessful.

The nearest that any group got to the absolute destruction of the entire United States was during the height of the Cold War. At the time, thousands of Soviet nuclear weapons were primed for and aimed at most, if not all, the fifty states. After the demise of the Soviet Union and the downfall of communism, however, America’s enemies have not been able to match the threats brought by the Warsaw Pact, its allies and supporters.

Only two decades have passed since democracy and capitalism’s greatest enemy fragmented and ceased to exist. Today’s adversaries lack the manpower, intellectual capabilities, and technological as well as scientific skills to fight the USA toe-to-toe. Their kind has not shown a genuine ability to understand the mind frame of the leaders and decision-makers of the greatest economic, intellectual, and military (just to name a few) power in human history. Elaborating the paraphrased words of the old Chinese sage, Sun Tzu, America’s enemies don’t know enough about America to conquer the system.

The passage of time will inevitably bring a lot of expectations from the anti-American side. And whatever may arise in the future, the promise of a yet-to-be identified, defined, and described enemy begs the question: In the years to come, who will be the people who want to defeat America and how will they do it?

On one side, there are enemies who accuse the USA of being an abusive and exploitative hegemony. They point out all the things that are bad about America but are unable to compare the real quality of their lives to the quality of the American way of life. For example, who in their right, knowledgeable, informed, aware, and rational minds would exchange the main streets of Jalalabad or Al Basrah for main streets in Boise, Idaho, Seattle, Washington or Memphis, Tennessee? Assuming nations all over the world are capable of constructing at least one, why would people prefer not to have a public library? Why would they prefer filthy public markets to Walmart or a 99 Cent Store? Simply put, America’s detractors do not have enough information about the USA to justify exactly what they are missing; much less what they are capable of doing. With these glaring shortcomings they incessantly propose an inferior replacement to the system. Obviously, they only satisfy the aspirations of a handful of decision-makers who know very little about the real America. Most probably, the leaders of these people are exploiting the gullibility of their followers. This type of American enemy, because of their inability to obtain complete information, does not know what he/she is missing and does not know enough to even approximately appreciate what he/she continues to miss. This is social and economic ignorance. They can be referred to as the enemy so ignorant they don’t know how ignorant they are.

On the other side, there have been enemies who really didn’t have a genuine, profound, and intellectual understanding of the American military mind. The British, for example, thought they could overwhelm the rebellion by the sheer power and reputation of His Majesty’s forces. In the same sense, the Japanese assumed that bombing Pearl Harbor is the first step that would enable them to take over Asia once and for all. These incidents, combined with the irrationality that four jet planes loaded with aviation fuel and smashed into two towers and a government building could bring the downfall of a nation, only goes to show that this type of an opponent lacks sufficient knowledge of the so-called military-industrial complex. This type of enemy may be schooled enough to understand one or several aspects of war or economics but they are not able to grasp the overall complexity of this relationship and how it is bonded to, by and for the nation. They lack the dynamism of thought and the network that leads to an effective exchange of ideas. Such is the ignorance of a fighting man who most often will not have the ability of critical analysis and thereby unable to know what he/she is fighting for. They shall be referred to as the enemy with inferior military minds.

In most cases, both categories overlap and are not exclusive. In all likelihood, there are more who represent shades of gray than clear distinctions. One thing is absolutely certain though; most of them will not have the ability to surpass the minds of the American military and the respective decision-makers concerned.

History has shown and continues to prove that America has been fighting adversaries who are comparably not so smart. To best understand this hypothesis, emphasis must be placed on the fact that Americans have predominantly used the power of the intellect to fight wars. From the time of the Declaration of Independence, to the American Constitution, to the sciences and technologies of the Second World War, Cold War, and War Against Terrorism, to the limitless power of opinions coming from present-day political pundits, blogs and social networking sites, “them fighting words” showed just how much powerful the pen (or keyboard) is than the mighty sword (or rifle). It is this intellectual capacity backed up by the continuing flood of knowledge on an incredible and seemingly unquantifiable scale that has made the USA a fighting machine equaled by none.

An American enemy’s greatest failure is the inability to use the knowledge of America to fight against Americans and to defeat them entirely. Therefore, in the brief course of twenty three decades it could be said that the USA has been fighting not-so-well-informed and not-so-learned enemies who are unable to match America’s brightest minds. Nevertheless, it goes without saying, nothing lasts forever and even the days of the wisest are numbered.

The motivation and inspiration of the Red Team Manual arose from the possibility that sometime in the near or far future a sufficient number of intellectuals and decision-makers opposing the USA will gather, and achieve a level of sophistication capable of genuinely wreaking havoc on the USA, triumphantly bringing it down to its knees, not with the familiar cliché and barrage of guns, bombs, weapons of mass destruction, or biological or chemical weapons, but with a new type of capability where, either in principle or literally, the entire nation and its allies can be destroyed or completely eradicated from the face of the Earth.

The Red Team Manual: A Guide to the Art and Science of W.A.R. Against the USA is an all-purpose template for Armed Forces and intelligence community personnel, security professionals, academics, independent researchers, and future generations of Americans who intend to use the accumulated knowledge of democracy and capitalism against itself in order to ultimately protect, defend and secure the United States. The goal of defeating America by putting oneself in the shoes of an enemy while thinking like an American is an art. Achieving this goal by obtaining and creating the processes, means, and methods, which require a tremendous amount of empirical, rational, scientific, and technological data, is a science. To anyone or any group who has, or at least works to have, these capabilities the moniker of a Worthy Adversary Role (WAR) is given.

This publication aims for a game of chess on the highest intellectual, innovative, inventive, creative and productive levels. Fortunately for the USA, its enemies have not yet been able to fully comprehend a battle that has no field, no boundaries, no territories, no identities, or no rules except the end-all, be-all pursuit of defeating America. The bad guys always grew a conscience or held back on something. From the British during the time of the Revolution up to the so-called modern-day (if they were “modern,” why are they so inutile?) terrorists, warfare with soldiers or fighters using direct confrontation is still the expected norm. Future conflicts will not be so forgiving or limited to pre-determined battlefronts where soldiers, warriors, or fighters armed with guns and using extremely sophisticated tanks, planes, battleships, and weapons of mass destruction face each other to the death. The Red Team Manual dictates an order of battle to defeat the USA at all costs with the same weapon Americans have so effectively used to dominate the world, i.e. information, coming from the ubiquitous cerebral influences of American education and intelligence, foreign policy, mass media and marketing, just to name a few sources. This is, of course, easier said than done.

For anyone who reads the Red Team Manual, the literature is an exercise in extreme irony, dichotomy and bipolarity. It seems farfetched that someone who genuinely, honestly, truthfully thinks, breathes, lives, eats, learns, and is frankly willing to raise a family patterned after the American way of life would be prepared and eager to go against a system that is, so far, the best in terms of providing an extremely-high quality of existence. Why would poverty-stricken people, for example, deprived of all the basic necessities suddenly rise up in arms against the USA or try to depose the American government armed with knowledge that capitalism and democracy, as seen in main street and Wall Street, provide unprecedented and unequaled prosperity? Why would highly-trained, highly-educated, or highly-skilled decision-makers bite the generous hand that feeds them? In other words, if an Asian, African, South American, European, or even an American individual or group would genuinely pursue the destruction of the USA, throughout the duration of not just one but several generations, there must be a superior motivation or rational justification that surpasses the best things that America can offer. Why would anyone want to destroy, just to name a few examples, Disneyland, New York City, Las Vegas, air-conditioned trans-continental trains, highways of reinforced concrete, air travel, the internet, cable TV, and amateur and professional sports altogether? Aside from the forms of ignorance mentioned earlier, no universally-acceptable reason exists. Still, there are American adversaries who just want to do away with the present dominant system for no logical reason at all. For them, no legitimate, acceptable, rational and even common sensical explanation exists to bring down the United Nations, European Union, United States, World Trade Organization, and other alliances and institutions that have made the 21st century the pinnacle of advancement of human civilization. The tribal standards combined with the level of military technology, or lack thereof, brought by the likes of Kim Jong Il, Fidel Castro, Moammar Khaddaffi, Osama Bin Laden and Al Qaeda are not sufficient causes, each to his own or even collectively, to motivate the majority of the population of the Earth to rise up in arms against the United States and its allies. The path to happiness and enjoyment as a consequence of freedom is very new. Despite the Great Recession, America’s quality of life will not wane for several decades, perhaps even centuries, to come. Nonetheless, an ironic twist has come as a consequence of American history. This is what makes Red Teaming possible. We can look at ignorance and naivety straight in the face and learn from it in order to secure and defend ourselves now and in the future.

The anti-thesis of the Red Teams is the status quo, and the absence of Red Teams provides a setting that lessens the chances of longevity for democracy and capitalism. This manual is a reminder that America should never remain passive against those who wish to do harm on the nation and its people. It is in this context that Red Teams become most effective. They can avoid the attention of traditionally- and conventionally-trained warriors. It is in this mind frame that Red Teams can best dispatch their power of preemption. They can compile a huge amount of knowledge and information based on theories and projected capabilities of unknown, unseen, unheard of, and unimagined enemies. Fundamentally speaking, any Red Team member is fighting with him/herself, fighting an evil within or from without, understanding the good and the bad at the same time, without wavering or faltering to the detriment and malevolence of others; without sacrificing one’s principles and beliefs we fight an unfamiliar foe.

Expectedly, there are numerous hurdles that must be overcome before an honest-to-goodness, far-reaching Red Team system can be implemented. The lure of corruption and the temptations of unbridled power, to name only a couple of examples, can lead to the acquisition of privileges and advantages for personal gain. In the same sense that corruption and power can destroy the most sane and rational leaders and decision-makers within an American-dominated civilization, the same could be said about those who try to protect America from future unimagined threats. Red Teams can gain and access information, knowledge and experience concurrently beneficial and inimical to national defense and global security. As an extended version of the old saying goes, knowledge is power, power corrupts, and absolute power absolutely corrupts. Without checks and balances the possibility of selling out to the enemy for short- or medium-term gains is perpetually present. For this and other reasons explained in the following pages, Red Teams should not fight with only one or several generations in mind. The ability to comprehend the consequences of one’s actions and decisions during the passage of time is an elemental facet of training for a Worthy Adversary Role (WAR). This is not to say that Red Teams should aspire for moral perfection, although anything short of it can be deemed as a questionable trait. We have yet to understand an enemy that we have yet to know, and it is not possible to follow this path if as a nation, as a group, or as individuals we do not know how, or are unable, to control ourselves.

War is a cliché. There’s simply nothing more to it than to kill or destroy one’s enemies. Though the processes by which we annihilate or incapacitate have continuously evolved with the advancement of thought and technology, the end result remains perpetually the same, i.e. defeat your adversary. Needless to say, the nuances of war are complex as human nature. War can change not only men but entire civilizations. How an all-out, no-holds-barred war initiated by Red Teams can affect the universal human psyche is yet to be known. The process of learning and relearning is definitely encouraged here.

This Red Team Manual is not hooked on delusions of grandeur. This literature is not intended to approximate, much less surpass, the lessons of Sun Tzu’s “Art of War,” the tenets of the Federalist Papers, or the multitude of military publications processed and created by the United States Armed Forces, the Intelligence Community, the Department of Defense, and Homeland Security. This manual is an attempt to merely ask the basic question, which in the future is predicted to challenge the American way of life: what if the USA had an enemy that has the capacity to equal or surpass the intellectual capabilities of its military, political, and economic leaders? We do, however, reserve the right to aspire for and achieve a higher understanding of conflict, adapted in its respective historical contexts, not merely on the levels shown by, to name a few examples, British General Charles Cornwallis who was incapable of suppressing the revolutionary minds bred by the spirit of 1776; the Mexicans under the leadership of Antonio Lopez de Santa Ana and their inferior military strategies; the lack of logistical planning by the Confederate Army under Robert E. Lee; the absence of  profound geopolitical thought by the Spaniards, Japanese, Germans, and Italians; North Korea and Libya’s modern-day tribal-minded leaderships; Vietnamese and Cuban inward-looking revolutions; Soviet decision- and policy-makers’ inability to comprehend the significance of prolonged and sustained intellectual sophistication, and; Al Qaeda’s tendencies to train home-grown terrorists to attack America with a mind inspired by instant gratification. In short, the USA has yet to meet a truly genuine adversary and we just want to know how it will arise and what form it will take in the future.

The Red Team Manual begins with the mission statement of the Institute for the Study of Succession and Continuity (ISSC), the organization responsible for the production and publication of this research, and includes the objectives in putting together Red Teams and Worthy Adversary Roles (WARs).

Chapter one presents an introduction, definition, history and a brief overview of Red Teams and WARs.

Chapter two points out the Military Concepts utilized by the United States Armed Forces and adapts these to interpretations of the social, political, and economic concepts of America.

Chapter three looks at the profile of a Worthy Adversary Role based on the same qualities, characteristics, traits and abilities of America’s intellectual, political, and military decision-makers.

Chapter four provides the historical, present-day, and future scenarios of waging a three-pronged invasion on the United States mainland coming from land-, sea-, and air-based attacks.

Chapter five is a glimpse into the future of the vulnerabilities of national defense and global security by looking at hitherto unknown threats.

Chapter six tackles the ultimate objectives in defeating the USA, rationalizing into a cohesive whole the aspirations of all of America’s enemies.

Using the numbers game, chapter seven peers into the possibility of a war against the United States, and provides a rough estimate of the size of the army necessary to defeat the nation.

Chapter eight supplies a series of documentary templates, which includes a feasibility study, logistical plan, project management plan, and (for lack of a better term) a “Business” Plan. This chapter can also be used as a template to look at the feasibility of invading other nations/states susceptible to a takeover whether allied with, or against, the American political, economic and/or military systems.

Playing on and expanding the assumptions given in the earlier parts of this manual, chapter nine asks additional questions on how to accomplish the destruction of America by focusing on the elusive critical mass – a level where the defense, homeland security, and law enforcement capabilities of the USA are stretched so thinly they reach their breaking points and become useless.

Chapter ten organizes a war for WARs, outlining the requirements of how to initiate and implement acts of aggression to pursue America’s eventual defeat.

Chapter eleven is a fictional and imaginative scenario of the downfall of democracy and capitalism, taking into consideration the mistakes of past and present threats and avoiding them altogether.

Chapter twelve caps off the research with a description of economic opportunities and possibilities arising from the research practices and real-world applications of Red Teams and WARs.

Lastly, the Recap is an illustration of the job of Red Teams and WARs. And for those who want to pursue further research, a list of suggested readings is also made available.

The distinctions of the art and science of war against the USA are intentionally not made to be very clear, for the following reasons: 1) This first edition does not assume a literary compilation so great that the Red Team Manual is the know-all and be-all of war documentations; 2) Red Teams and WARs are not expected to follow this manual to the letter, as if the contents are untouchable, unbreakable, and inflexible laws, because it defeats the purpose of Red Teaming in the first place; and 3) Please remember, this is merely a guide.

For those who are expecting a game-changing publication, please be informed, there is nothing radical in this literature. Don’t look forward to deep-seated revelations of American military weaknesses, classified material, or communicaes. There is no super secret body of knowledge found in the following pages that is not already known to serious researchers. In an environment where the highest concentration of knowledge in human history exists, with more than 147 million volumes of books, recordings, articles, videos, and journals, just to name a few categories, growing by more than 10,000 volumes each and every day, as found only in the Library of Congress, it is almost impossible to introduce a new, unheard of, and unknown paradigm about war. More than anything else this is an intellectual approach to conflict, as all successful sieges in history have been; an invitation and challenge to supersede the existing body of knowledge about the American political system and its military forces. The strict use of military terminologies was also avoided and we stuck with layman’s terms as much as possible. Don’t expect highly-detailed technical examples, strict governmental jargon, or disciplined adherence to citations.

There may be a lot of what could be deemed as hasty generalizations, non-sequitur arguments, and other fallacies within these pages. If so, we hope to do better with succeeding versions. We are aware this is not the bible or Holy Grail of worthy adversary or military publications. We hope this would serve as the beginning of an intellectual conversation on the premise of destruction, but in the pursuit of longevity for present-day civilization. This manual is neither comprehensive nor complete. Being comprehensive in this publication will still set limitations to the imagination, creativity, and possible innovation of some people. Ultimately, we ask the readers not to think like us. Red Teams and WARs should not be expected to lead the way, all the time, everytime, all the way.

This manual does not attempt to be the atlas or encyclopedia of a war against America. Higher education along with the ability and experience to do research are fundamental requirements in understanding this publication. The background of a scholar, academic or researcher will enable one to source most, if not all, of the information found in these pages. This is so because we wouldn’t want to provide malevolent elements with a say-all, be-all publication to the detriment of American lives, and at the expense of national defense and homeland, as well as global, security. Anticipate loopholes, loose ends, and shortcomings but if requested we can provide additional information to individuals and/or groups who we, in our own discretion, deem would benefit from them.

We also avoided the readily-available, easily-recognizable and oft media-influenced apocalyptic attacks. There will be no comets hurtling from the sky, polar reversals, cataclysmic earthquakes, or massive tidal waves that will destroy our way of life. The impossibility of predicting some doomsday scenarios comes from our limited knowledge of our planet, coupled with the repetitive premise where the inevitability of the end-of-times is based on encompassing generalizations of religious beliefs. We admit we are incapable of breaking this cycle.
We have split the atom, mapped the human genome, and reverse-engineered numerous technologies. Now it’s time to do the same experiments with military, political and economic institutions, albeit in the context of intellectual discourse. This is the Red Team Manual.
